RJ Public Defender’s Office charges the health department on

Flexibility in the use of masks began in the municipality of Duque de Caxias this week and the forecast is that the city of Rio will also release mandatory protection as of October 15th. The measure was received with concern by the Public Defender of Rio de Janeiro (DPRJ) which sent, last Wednesday (6), a letter to the State Department of Health questioning whether in the current epidemiological scenario it is advisable to discard the mask.

The document, which requires a response within 24 hours, was sent by the DPRJ’s Health and Collective Guardianship Coordination and takes into account the disclosure of the Rio de Janeiro capital’s action plan regarding flexibility in open places from October 15th and the Decree No. 8009 issued by the City of Caxias, on Tuesday (5), which authorizes the use of protection in open or closed places throughout the city.

In addition to the technical evidence, the Defender’s Office requests the presentation of state coordination measures that will be adopted by the State Department of Health in the event of non-compliance with the decrees still in force regarding the mandatory use of masks.

Despite complete vaccination coverage in more than 50% of the population of the capital, the Defender’s Office points out that the municipality of Rio is not isolated. On the contrary, the city is one of the reference capitals of the country, being a great recipient of migratory movements such as tourism. And as the other municipalities do not have the same vaccination coverage as Rio, making this effective protection more flexible may pose a risk to the epidemiological picture of covid-19 throughout the state.

The agency also highlights that all state decrees to combat the coronavirus in force in the state of Rio authorized and authorize social flexibility based precisely on the use of masks to contain the pandemic. In addition, they also determine the mandatory use in any public environment, as well as in private establishments with collective access and in public and open areas.

According to the State Department of Health, the state of Rio surpassed the mark of 51% of the entire adult population with a complete immunization scheme, and almost 90% with the first dose against the coronavirus.
