Judge points out “organized regime to commit crime”

Judge Marcello Rubioli, of the 1st Specialized Criminal Court of the TJ-RJ (Tribunal de Justiça of Rio de Janeiro), wrote in his decision that he authorized the breach of bank and tax secrecy of Councilor Carlos Bolsonaro (Republicanos-RJ) that already exist in the a lawsuit against the congressman with “round evidence of criminal activity in an organized regime for the commission of crimes”, and that the councilor is cited as the commander of the illicit operation. The information is from the UOL Portal, which had access to the court decision.

The Public Ministry of Rio de Janeiro (MP-RJ) presented to the 1st Specialized Criminal Court a complaint in which it states that eight employees of the office of Councilor Carlos Bolsonaro held incompatible occupations at the same time they were assigned to advisory positions at the Rio City Council of January.

Among Carlos’ advisors is Ana Cristina Valle, former wife of President Jair Bolsonaro and who is also being investigated by the State Public Ministry.

The MP-RJ arrived at the information after collecting data from the General Register of Employed and Unemployed Persons (Caged) of the Ministry of Labor. Many of Carlos’ employees’ activities were performed at the same working hours they were supposed to be at the Rio City Council.

One of the employees appointed during Carlos’ term and who served as an advisor between 2001 and 2008, for example, also worked as a technician in a pharmacy laboratory in a hospital in the west side of Rio de Janeiro during the corresponding period.

For the MP, there are indications that “several advisors (…) did not comply with regular office hours at the house, and could thus be considered ‘phantom employees’, and with the possibility that “the remuneration of their positions was diverted by the public agent ”, states an excerpt of the document to which the newspaper The globe had access.

The investigation against Carlos Bolsonaro was opened in September 2019, after a complaint that the councilor employed relatives of Ana Cristina Valle, his stepmother and ex-wife of President Jair Bolsonaro (non-party). Some of the employees lived in another state and admitted that they had never set foot in the Rio City Council, where they were stationed, despite being on the payroll.

The MP identified that Carlos kept and used large amounts of cash throughout the terms of office. Among the facts, the payment of R$ 150 thousand in cash for the purchase of an apartment in Tijuca, in the north of Rio de Janeiro and R$ 15 thousand to cover a loss he had on the Stock Exchange.
