The appointment of Esteves Colnago to take over the Ministry of Economy’s Treasury and Budget Secretariat reinforces the connections between the governments of President Jair Bolsonaro (no party) and Michel Temer (MDB).
Alignment is reflected in the repetition of figures in both administrations. Six ministers in the Bolsonaro government – not all of them remain in their posts – occupied key positions with Temer.
The career servant (an analyst at the Central Bank), promoted this Friday (22) to one of the most important positions in the portfolio headed by Paulo Guedes, occupied the position of Minister of Planning in the Temer administration. It will be up to Colnago to choose who will be the new secretary of the National Treasury, a position that is vacant
The Ministry of Economy suffered a stampede last Thursday night (21). Four members of the second echelon resigned: Bruno Funchal, special secretary of the Treasury and Budget; Jeferson Bittencourt, secretary of the National Treasury; Gildenora Dantas, Deputy Special Secretary for the Treasury and Budget; Rafael Araújo, deputy secretary of the National Treasury.
Esteves Colnago was number 3 in importance in the original formation of Michel Temer’s Ministry of Planning. The area was commanded by former senator Romero Jucá (MDB-AP), who left office after the disclosures of conversations recorded during the Lava Jato operation.
After Jucá left, Dyogo Oliveira took over in May 2016 and stayed for almost 2 years, until Colnago took over the portfolio in April 2018. As head of Planning, he was one of those responsible for enabling federal interventions in public security in Rio de Janeiro and in the state of Roraima.
The intervener in Rio’s security policies during the Temer administration was the current Minister of Defense in the Bolsonaro government, General Walter Braga Netto. Another soldier, General Carlos Alberto dos Santos Cruz, was also in the two terms.
Santos Cruz commanded the Government Secretariat at the beginning of the Bolsonaro government and exercised the function of national secretary of Public Security, at the Ministry of Justice, during the Temer government, between April 2018 and June 2018.
The head of the Federal Comptroller General, Wagner Rosário, also held the post during the administration of the emedebista. Deputy Osmar Terra (MDB-RS), Minister of Social Development with Temer, was Minister of Citizenship in Bolsonaro.
Gustavo Henrique Rigodanzo Canuto, executive secretary of the extinct Ministry of National Integration in the previous administration, came to command, in early 2019, the Ministry of Regional Development, a portfolio that brought together Integration and Cities.
Letter to the Nation
On September 9, Bolsonaro had lunch with Temer in Brasília. The meeting was motivated by the institutional crisis between the Powers, aggravated by Bolsonaro’s attacks in the speeches of the 7th of September.
The president sent a plane from the presidential fleet to pick up the former president in São Paulo. The flight arrived in the federal capital around 11:30 am. The meeting lasted about four hours, at Palácio do Planalto, and ended around 4:15 pm.
On the occasion, Temer and Bolsonaro talked about the institutional crisis and the president’s attacks on the minister of the Supreme Federal Court (STF), Alexandre de Moraes.
Less than an hour after the end of the meeting, Bolsonaro posted a “Declaration to the Nation” on the Palácio do Planalto website, in which he says he had no “intention to attack” the powers that be. Michel Temer confirmed that he was the one who wrote the text. The text began to be written the night before by Temer with revision by marketer Elsinho Mouco.
