“Each deputy needs to be pressured to vote against

On the 28th, the Special Committee of the Chamber of Deputies approved the text of the substitute for PEC 32, the seventh reformulation of the proposal. With the approval, the PEC 32 can go to the vote in the plenary at any time.

The proposal, dubbed the Administrative Reform by the government, but called by the unions and popular movements the PEC da Rachadinha, is being fiercely opposed by the opposition. To talk about the movement against PEC 32, we spoke with federal deputy Rogério Correia (PT/MG), coordinator of the Mixed Parliamentary Front in Defense of Public Service.

Brasil de Fato – What is your assessment of this substitute approved by the Special Committee of the Chamber? How is it different from the original proposal put forward by Bolsonaro, which is so harshly criticized by public service advocates?

Rogério Correia – The substitute that was approved by the Special Commission is as bad as the original PEC, which was sent by the Bolsonaro government. Concretely, the proposal is to dismantle the public service in order to privatize it. So, what we have for free today, such as the SUS, free schools, day care centers and universities, will end. The text provides for temporary hiring even for police chief, justice services, environmental inspector, etc. It is the public service and its entire structure serving the private sector, the market and the government on duty, and not the State and the Brazilian people.

The people must make it clear to deputies and senators that if they vote in favor of the PEC they will not return to Congress

Article 37 of this substitute, for example, allows for cooperation agreements without a bidding process to be made by municipalities, states and at the federal level. In other words, you take the SUS money that is in the city and pass it on to a cooperation contract for a private company.

The civil servant will no longer have a contest. In practice, everything will be a temporary contract. The contract will be for a simplified selection process, which does not give the employee stability, progression or career promotion. Anyway, no advantage or guarantee. The server has no guarantee fund because it is not CLT either. So, it is a third-rate server that is becoming extinct as it moves to the private sector. This is the model for this takedown.

In the end, there will be no provision of public service, everything will be private and, of course, if it is private, they will charge.

A recent report from Brasil de Fato showed that, if this PEC is approved, each family will spend almost R$800.00 monthly on the education of each child. On the other hand, recent surveys by DIEESE have shown a constant rise in the cost of living and the difficulty of Brazilian families in paying off their household bills. Could this scenario worsen with a possible approval of the PEC?

For sure. The people will pay the bill. Families will have to pay for their children’s education, health, etc. How will the people be able to pay for it? In practice, people will be without access to these services. This PEC is the destruction of the provision of public service, it directly affects our people.

There is a parallel budget to try to pass this PEC to attack the people

So, this PEC needs to be defeated. There are no conditions to improve it. We have to defeat her as a whole. Pressure needs to be done in two directions. The first sense is the individual marking over each deputy and senator in each municipality, so deputies, including the center, know that if they vote, they will not return. And the second movement is for the weakening of the Bolsonaro government. That’s why the 2nd is very important, it needs to be a very mass movement and we don’t leave the streets until PEC 32 is defeated.

How are the articulations behind the scenes in Congress for the vote on the PEC?

Today, Bolsonaro does not have the 308 votes necessary for approval of the PEC. The pressure from the servers is too great. Now he will try at any time to have the number to vote on. How does he get that number? Through the taking of the house of parliamentarians. There is something called a parallel budget in Congress today. It is money to be able to “grace” only those who vote with the government’s interests. However, deputies are seeing that it is not worth it, because if they vote in favor of the PEC, they do not guarantee a new term. So this week, it was clear that the government does not have those votes. There are many non-opposition people saying they will not vote in favor of the PEC.

In the case of the opposition, all parties closed the question against the PEC. That gives us around 140 votes and we’re going to expand it to around 220 votes. We are in the turn vote campaign, and that deputy who declares that he will not vote, we make the commitment and put the card saying that he joined the campaign against the PEC. The campaign is good, but we need to increase the pressure in the municipalities, individual pressure, in each deputy.

What are the next actions of the Mixed Parliamentary Front in Defense of the Public Service in the fight against the PEC?

The call for the 2nd is very big and next week the acts will increase throughout Brazil and the pressure on social networks, which are also very important. So, the idea is to expand these mobilizations. I believe there is also another important task that we saw yesterday, which is to put pressure on beyond the deputies and senators. Therefore, it is necessary to pressure, including the president of the Senate, Rodrigo Pacheco, for them to signal that the Senate is not interested in this PEC. If that happens, it also loosens Lira’s will to approve this in the Chamber. If it doesn’t have repercussions in the Senate, then that’s another motivation as well.

Senator Rodrigo Pacheco (Dem) is Minas Gerais’ representative in Congress. It is a greater responsibility for the miners to demand him to vote against the PEC, right?

In the case of Minas Gerais, there is also Senator Anastasia (PSDB), who is one of the main articulators in the Senate and may even be the rapporteur of the PEC in the House. So, the pressure on Senator Antônio Anastasia is also important. The senator has said that he is not against the PEC, but that he does not agree with the initial term. The approved substitute is now very similar to the initial term, if not worse. Some advances that had been signed in another substitute were simply withdrawn.

What is the deadline for approval of this PEC?

That’s a problem, because she doesn’t have a deadline. The mayor can put it on whenever he wants. As it has already been approved by the committee, it can be posted any day. Therefore, we need to be vigilant. If he feels that he has advanced in the votes, that he can get the 308 votes, he might want to put it on the floor. So, unfortunately, our order is to remain in absolute vigilance and constant mobilization against PEC 32.

We can’t handle Bolsonaro until 2022. Impeachment is a necessity in Brazil. Bolsonaro needs to be removed from office, and the people on the street are making the pressure grow. Then, on day 2, the order is everyone on the streets! In Belo Horizonte, we will be at Praça da Liberdade. Our expectation is that this will be the biggest act against Bolsonaro ever. The time is for us to have an offensive from the social movements. The Brazilian people need to understand and say that this government of death will no longer command our country.
