The addresses of four ghost employees of the office of Councilor Carlos Bolsonaro (Republicans) are registered at the address of a home of President Jair Bolsonaro in Barra da Tijuca, west of Rio de Janeiro. The locations are registered with the Federal Revenue and the Rio City Council and were used for sending fiscal and administrative communications from employees.

Access to the data was made possible by breaking the fiscal and banking secrecy of Carlos Bolsonaro (Republicans), authorized by the Court of Justice of Rio de Janeiro, at the request of the Public Ministry of the State (MP-RJ). The information was disclosed this Monday (13) in the Folha de S.Paulo newspaper.

The property was acquired in 2002 by Jair Bolsonaro and the then wife of the president, lawyer Ana Cristina Siqueira Valle, who is also being investigated in the investigation into phantom employees. After the couple split, the house became Bolsonaro’s property in 2008 and was sold the following year.

According to the Public Ministry of Rio de Janeiro (MP-RJ), employees Gilmar Marques (former brother-in-law of Ana Cristina), André Luís Procópio (brother of Ana Cristina), Andrea Siqueira Valle (sister of Ana Cristina) and Marta da Silva Valle (Anna Cristina’s sister-in-law) are registered at the address and were assigned to the office at the same time that Bolsonaro and his ex-wife lived in the house.

The prosecutors of the MP-RJ asked for the breaking of the confidentiality of Carlos, Ana and other 20 people and seven companies because they believe that the councilman’s office uses the same “modus operandi” as the office of senator Flávio Bolsonaro (Patriot) at the time when he served as a deputy in the Legislative Assembly of Rio de Janeiro (Alerj) and led the case that became known as the “rachadinha”.


The investigation opened in September 2019, after the Era report that Carlos Bolsonaro employed seven relatives of Ana Cristina Valle, his stepmother and ex-wife of President Jair Bolsonaro (non-party).

Some of the employees lived in another state and admitted that they had never set foot in the Rio City Council, where they were stationed, despite being on the payroll.

The MP identified that Carlos Bolsonaro kept and used large amounts of cash throughout his mandates. Among the facts, the payment of R$ 150,000 in cash for the purchase of an apartment in Tijuca, in the north of Rio, and R$ 15,000 to cover a loss he had on the Stock Exchange.
