the MEC [Ministério da Educação] is responsible for articulating, with state and municipal governments, the implementation of the National Education Plan (PNE). There was a secretariat, the Secretariat for Articulation with Education Systems (Sase), which was responsible for ensuring that the PNE got off the ground. One of the few initiatives by the Bolsonaro government was to extinguish Sase in 2019. The message was clear: the PNE, which had been built with broad participation, would be abandoned. A large part of the states and municipalities followed this same orientation and have also abandoned their plans – the municipality of Curitiba and the State of Paraná are examples.
In 2014, former president Dilma Rousseff sanctioned the law that instituted the PNE. By the year 2024, Brazil had made a commitment to fulfilling 20 goals that had the objective of expanding the guarantee of the right to education.

Other setbacks accompany the abandonment of the PNE: the implementation of the Common National Curriculum Base (BNCC) has been promoted through the National Textbook Program. The latest public notices have subjected the production of teaching material to the narrow conception of the base, hindering the autonomy of teaching networks and schools. The same can be said in relation to the National Literacy Policy, which rescues the phonic method from a remote past, disregarding decades of research and school practices that have considerably advanced literacy in the country. What then about the National Program of Civic-Military Schools? The numerous allegations of abuses and violations of the rights of adolescents only corroborate the assessment that specialists in the field have made that this is a management model destined to fail.
And more: in recent years, the budget allocated by the federal government to universities, that is, the total resources for the maintenance of federal universities, has only been falling. For the 69 Federal Universities, the total destined was 9.7 billion reais in 2016. For this year of 2021, the estimated value is just over 4.6 billion reais. A decrease of 19.18% compared to 2020 and 51.46% compared to 2016.

This reduction in the volume of resources invested in education compromises the service of the population that makes use of the services provided by the university, impairs the necessary conditions for teachers to teach and students to learn. In addition to making it impossible to continue research that can benefit society as a whole. Therefore, today, the defense of the university and education is a struggle for the entire society.
