The continuity of dissidences around the administrative reform gave rise to a fifth version of the opinion of the Proposal for Constitutional Amendment (PEC) 32/2020, which makes the measure official. The rapporteur, Deputy Arthur Maia (DEM-BA), excluded from the text the controversial article 37-A, which provided for the possibility of cooperation agreements between public bodies and private initiative for the provision of services based on the sharing of physical and personal structure .
The change came after intense pressure exerted by opposition parliamentarians and civil organizations that bring together public servants. Both segments accused the text of promoting a privatization of the public service, pointing to a greater precariousness of the activities offered by the State.

“There was not the necessary understanding of colleagues in relation to the format adopted, which is why the article was excluded from the alternative proposal”, said the rapporteur in the new document, when defending the terms of cooperation.
The PEC removes rights from civil servants and affects municipal, state and federal civil servants, as well as falls on the Three Powers. One of the most controversial points, however, is the fact that the rules proposed by the reform are not valid for the careers of magistrates, prosecutors and prosecutors of the Public Ministry, military and parliamentarians.
This feature was criticized not only by the opposition but also by some allies of the Bolsonaro government. This is the case of deputies from the Novo party, an acronym for an ultraliberal trend that supports the economic agenda of the administration and presses for the inclusion of these categories in the PEC. The party of the legend even said that it does not intend to vote in favor of the text if such careers are not included in the PEC.
In the new version presented by Maia this Wednesday afternoon, he included judges and prosecutors, for example, in rules such as the end of vacations longer than 30 days. It also rescued one of the most controversial sections that had already been taken from the PEC: the possibility of cutting up to 25% in working hours and salaries for civil servants.

The proposal’s voting session was postponed again, this time from this Wednesday morning to the evening period. The government’s idea is to try to place the text for consideration by the special commission that discusses the PEC on this date, after the plenary session of the Chamber.
Since early afternoon, civil servants have been mobilized outside the House in a new protest against the PEC. They pressure parliamentarians to reject the text.
